Chinese Hospital Quality Improvement Network
Professors Thomas and Browning and Dr Yang with key Chinese partners have led the establishment of a large network of Chinese Hospitals that are participating in a quality benchmarking program using patient survey tools of Australian design. The Victorian Patient Satisfaction Monitor is a tool that has been used in Australia to measure and collect patient views concerning hospital services. All Victorian public hospitals use this tool twice a year to study patient experiences and to include them in quality improvement plans and activities.
The Chinese Hospital Quality Improvement network is now collecting data concerning patient experiences with Chinese Hospitals and benchmarking results for hospitals within the network and also tracking quality improvement over time. This activity is supported by the National Institute of Hospital Management of Chinese Ministry of Health, Beijing Health Bureau, participating hospital networks, and Peking University Health Science Centre. The number of major teaching hospitals involved in the network is expanding rapidly.

Chinese Hospital President’s Guide
The Chinese Hospital President’s Guide is a policy and procedures guide and standards document that is published every five years with the approval of the China Ministry of Health.
All Chinese Hospitals use the Guide to direct their operations. Professor Shane Thomas from Monash University is Deputy Director to the Guide’s Editorial Committee and Assistant to the Chief Editor. Dr Hui Yang from Monash also belongs to the Editorial Committee. In the recently released second edition of the Guidebook, Drs Thomas and Yang have contributed four chapters concerning hospital quality improvement and hospital management, drawing upon Australian experience and policy in these topics. These contributions to the Guide have drawn favourable comment throughout China in the academic and popular media.
