Ministry of Health is part of State Council in charge of health affairs. Its duties include:
- Draft health regulation, rules and policy; research and propose developing strategy and aim in health administration; set skill standards and health criterion, as well as supervise the implementation
- Research and propose district health strategy; overall organize and coordinate national health resource allocation; set community health service development plan and standards; supervise the implementation of heath plan.
- Research and draft the working plan and policy for rural health, women and children’s health; supervise the implementation of primary health care plan and specific skills in mother and baby care
- Carry out health education for whole people under the policy of prevention priority; set prevention and treatment plan for serious diseases; organize the general prevention and treatment for severe diseases; deliver infectious disease list
- Research and direct medical structure reform; set service standard of medical staff, medical quality standard and service regulation, at same time supervise the implementation.
- Monitor and manage blood station’s blood collection and provision according to law, as well as clinical blood application quality
- Research and draft the development plan of national priority medical technology and education; organise the national priority medical technology research; supervise the medical technology achievement popularization and application; manage affiliated organisation
- Monitor and manage the prevention and treatment of infectious diseases and the health affairs of food, work place, environment, radiation, school; set the quality management regulation for food, cosmetic and in charge of certification
- Draft national health personnel development plan and occupation ethic regulation; draft health organisation structure standard and health professional personnel qualification certification standard, as well as organise the implementation
- Organise and direct the multilateral or bilateral international support between government and folk regarding medicine or health affairs; organise the participance of important health campaigns initiated by international organisations; organise and coordinate the health communication and cooperation between China and WHO or other international organisations.
- Carry out the policy of focus on both western and traditional medicine to push the inheritance and creation of Chinese traditional medicine and realise the modernisation of Chinese traditional medicine.
- Undertake the daily work of National Patriotic Health Campaign Committee
- In charge of the medical and health care issues for the caring receiver nominated by government caring committee; manage the medical affairs for related officers in all ministries
- Organise and coordinate whole national health technology power to help local governments and related departments to undertake urgent treatment for big acute diseases, and prevent and control the emerge and expend of diseases
- Undertake other work required by State Council
Manage National Chinese Traditional Medicine Bureau according to the State Council regulation
