Beijing Health Bureau is a government department in charge of Beijing’s health affairs.
Beijing, as capital of China and social, political, economy and cultural centre of the oriental country, has population 14 millions. Beijing is location of central government, including Ministry of Health, which is health policy maker for health of 1.3 billion Chinese people. Beijing is centre of modern science and technology. It is location of 82 universities, including famous Peking University and Tshinghua University. Beijing is a historical, active and ageing community in China (where 8.4% of Beijinger is 65 year old and over). Beijing, as venue of 2008 Olympic Games, is facing challenges and opportunities, including health service development.
The Health Bureau fulfils duties include:
- Draft local health regulation and rules; set and implement general plans and aims of Beijing health reform and development; set skill standards and health criterion, as well as supervise the implementation.
- Overall plan and coordinate health resource allocation in Beijing; set and implement local health plan, community health service development guide and standards.
- In charge of the prevention and treatment for infectious diseases, and deliver infectious disease list for monitoring; supervise and manage the health of food, workplace, environment, radiation and school; organize the drafting management standard for food and cosmetics, and in charge of the certification.
- Draft and organize the implementation of working plan and policy for rural health, women and children’s health and primary health care; guide and supervise the skill implementation of mother and baby care as well as family planning.
- In charge of the full management in medical and health industry; manage medical organisations; draft the implementation details of service management of medical staff, medical quality standard and service regulation, at same time supervise the implementation.
- Supervise and manage blood collecting organisations and clinical blood using quality; encourage and organise local people to donate blood.
- Draft and implement Beijing medical technology and education development plan; organise to appraise and extend the priority medical technical achievements
- Set and implement Beijing health personnel development plan and employment ethic regulation; carry out the national certification criterion for health professionals’ qualification; in charge of importing health professionals.
- Organize and coordinate the international communication and cooperation, as well as health international support, between Beijing and WHO or other health organizations
- Implement the policy of balancing western and traditional medicine; push the inheritance, invention and cooperation of traditional medicine
- Undertake the related task of patriotic health campaign; in charge of the health care service for those dominated by Beijing Caring Committee; manage the medical affair for the related government officers in Beijing
- Organise and dispatch Beijing whole health power to implement the urgent treatment for big, bursting diseases; prevent and control the emerging and spreading of diseases; in charge of building medical ambulance system and organise big rescue.
- In charge of the quality supervising of the deployment and application of large equipment in medical organisations; in charge of the detailed drug and medicine management in medical organisations; in charge of organising and supervising centralised medicine purchasing for medical organisations.
- Research and develop the compensation system in health administration; draft health system reform related policy and implement; in charge of the control and adjustment of medical expenses; research the management of medical service price.
- Draft basic medical service projects and standards; take part in the management of basic medical expense.
- Take other responsibility requested by Beijing government; administrate Beijing Traditional Medicine Bureau
